Premantura occupies the very tip of the Istrian peninsula, where the Adriatic and Kvarner Gulf meet. The surrounding Cape Kamenjak nature reserve is a stunning protected landscape of low limestone karst, maquis scrubland and dozens of small hidden bays. For kitesurfers, this geography means you can find a launchable bay for almost any wind direction, from the fierce NE Bura to the SE Jugo and summer NW Maestral.
The Bura is the most powerful wind here — cold, gusty and often exceeding 30 knots in spring and autumn. It produces choppy to rough sea conditions suitable for experienced riders only. The summer Maestral is lighter and more manageable, bringing cleaner flat-to-small-chop conditions that intermediate riders can enjoy. The water is clear and varies from relatively flat in sheltered bays to proper waves on exposed headlands.
The Cape Kamenjak protected area means you need to be mindful of nature conservation rules — some sections of shore are restricted, and there are fees to enter the park by car. The scenery is spectacular, with overhanging cliffs, sea caves and some of the clearest water in Istria. The town of Pula is just 10 km away and provides full services and the nearest airport.
This is not a beginner destination — the rocky launch areas, variable strong winds and lack of organised kite schools on the cape itself mean riders need solid self-rescue skills and experience. However, for adventurous intermediate and advanced riders seeking uncrowded wild conditions, Cape Kamenjak is a genuine gem.
